It's already beyond just passing out forms. Our new neighbor bought a home across the street here in New Hampshire. He's a Canadian with a green card and moved from Massachusetts. When in Massachusetts, he was automatically registered to vote when he applied for a driver's license. He assumed that was the norm and voted, as a Canadian, in a few national elections. He was surprised that he wasn't allowed to vote here.
So, Massachusetts is not just handing out forms... they're actually letting non-citizens vote.
