Looking for a 2 bedroom home (Albany and surrounding area)

We sold our home in the CO mountains last fall and would love to move to New York state.
We are looking for a 2+-bedroom home, but we have a very tight budget:
- We have $16k for a downpayment, but most likely can not get a loan over $30-$50k. If the property is over the price range we can get a loan for, we need owner financing.
- We need a yard big enough for our dogs and some veggie gardens, and be allowed to have fencing.
- STR and LTR allowed
- No HOA/LOA/POA, and no manufactured home communities: been there, done that, not doing it again lol
- Prefer not to be in a city area
- We will consider a townhouse with a private & fenced backyard: One of our dogs is a barker, so no condos, apartments, up-down duplexes, or similar.
Rentals:
We are open to rentals that have everything we need and are in our budget: Without utilities, $1000/mo is our max. With utilities, it depends on which utilities are included in the rent. Bare minimum: trash, (recycling,) water & sewer = $1100/mo max. All utilities (minus cable and internet) = $1200/mo max
Living in the home: Myself, my 21-year-old son, our 100% house-trained and non-destructive pets: 2 dogs and 2 cats, and my father (when he visits).
Lease: My father will be our cosigner and guarantor.
