Looked these up and seems they originally came with cork tops (not here)

Also here are 2 other “related” items: a Metal “Tube” Holder (wider than the vials here) and a sealed package labeled “CELL WELLS” (from Corning)

A Scientist or Lab person would know what to do with these- and a “Creative” person could find a number of possibilities (ie: single Flower “Vases”) Found these boxes of SPECIMEN HOLDERS/TEST TUBES/VIALS in our garage and have no idea where they came from except they were likely part of a box lot at some auction we went to-
