Thule 9028XT Vertex 2: This is a discontinued but highly-regarded 2-bike hitch-mounted hanging rack. It features an arced mast for better ground clearance and a "Hitch Switch" lever that allows the rack to fold down for vehicle access.

Hitch Compatibility: Fits both 1.25-inch and 2-inch receivers out of the box using an included adapter sleeve.
Security: Includes a hide-away, heavy-duty integrated cable lock to secure bikes to the rack.
Anti-Sway: Features "Hold Fast" cradles and no-sway cages to prevent bike-to-bike and bike-to-vehicle contact.
