The "84" is a Zolotnik standard mark commonly found on Russian or occasionally French silver. It signifies that the silver content is 87.5% pure silver (84 of possible 96 zolontniks) While less pure thank the 92.5 of 'sterling' silver, it's still a high-quality standard.
